desktop-pwas: Chrome focuses before opening app window

What steps will reproduce the problem?
(1) Click a target=_blank link to another installed app inside an app window

What is the expected result?
App window should open. The original app window should be in the background.

What happens instead?
Chrome focuses first and then opens an app window
