I can also repro this in Chrome Stable: Google Chrome 61.0.3163.100 (Official Build) (64-bit) (cohort: Stable) was admitted to the United States in 1845 The highest point in Florida is 345 feet above sea level

Comment from Joe about the root cause: The root problem is that in the case of an element subtree, it is clear, i.e. atomic means read the entire tree but non-atomic means only read the nodes which have changed. In this case however, the live region is a single element whose text is changed in such a way that the prefix stays the same. Strictly speaking, Chrome behaviour is correct in that a non-atomic live region should expose the changed text which it is doing. Some might say that we should treat this as atomic because it is a single element in the tree but where the tree is broken up into different elements may be somewhat arbitrary and the overall goal of the atomic or non-atomic attribute is to specify if the entire live region or only the changed text is spoken regardless of the element tree. Because only Chrome is broken, and because it is obvious from the coding of a single element that the intention is to speak the entire region, though atomic is not explicitly specified, can you resolve this?

Please let me know if you have further questions. Thanks, Laura
