Issue descriptionWhile looking at enabling CMAA (crrev.com/c/750367), we noticed some platforms were near the 60fps max for 1000 fishes: https://chromeperf.appspot.com/report?sid=60b9bf26bcec9e208602bd743d6a9f4492dc1bc5aaede15b5126ae2388f08e2a&rev=32510001007100000 Maybe we should add the 10,000 fish datapoint as well. Thinking about this some more, if we get accurate enough RAPL power graphs, then pegging the workload on some artificially high maximum isn't going to be so interesting anymore. So lets defer this until we have powerized all benchmarks.
