[MD Extensions] Flicker happens the 1st time a paper-button is focused.

Issue description

See screencast. @dbeam suggests that this is related to loading the bold font.

MD Extensions: preload bold font weight to prevent flicker first time
bold font is rendered (often from a <paper-button> receiving focus)

Tested the issue on Windows7, Mac 10.12.6 and Ubutu 14.04 using Chrome version M64 - 64.0.3260.0 as per the issue mentioned in original comment. Observed that no blinking is observed on the chrome://extensions/ page. Attached the screenshot for reference.

Steps Followed:
1. Navigate to chrome://flags and enable the flags #enable-md-extensions.
2. Navigate to chrome://extensions/.
3. From Dev Tools > Console> Rendering enable "Paint Flashing".
4. Refresh the screen.
5. Click on the buttons and search bar

Observations: No flickering is observed.

@dpapad -- Could you please refer the screencast attached and steps followed and lets us know whether it is the intended behavior or not to add TE-Verified label. Please let us know if we have missed anything.
