"Reopen closed tab" not available after closing a tab

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome 2. Open a second tab by left clicking the "New tab" button 3. Browse to a page 4. Left click the tab's "x" close button 5. Right click the area to the right of the "new tab" button 6. Observe that "Reopen closed tab" is greyed out What is the expected behavior? What went wrong? "Reopen new tab" should be available and open the tab that was just closed. Did this work before? Able to reproduce this issue on reported version 58.0.3029.81, latest stable 62.0.3202.89 latest canary 64.0.3261.0 using Windows 10 and Ubuntu 14.04 and the issue is seen from M-50 (50.0.2641.0). Hence considering this issue as Non-Regression and marking it as Untriaged. Note: This issue is not specifc to Mac

Using CTRL+SHIFT+T works, to restore closed tab, on the first try. However re-right-clicking the upper-window chrome (a second time) will enable the "Reopen closed tab" option. It will then work for the duration of that browser session (even in new non-incognito windows).
