Add mocking failure support in OfflinePageMetadataStoreTestUtil

Add the functionality of mocking store failure in the StoreTestUtils, since it's required for some test cases.

After implementing this support, implement
1. TEST_F(OfflinePageModelTaskifiedTest, DISABLED_SavePageOfflineCreationStoreWriteFailure)
2. TEST_F(DeletePageTaskTest, DISABLED_DeletePageStoreFailureOnRemove)

And enable the following tests:
1. TEST_F(OfflinePageModelTaskifiedTest, DISABLED_ClearCachedPagesTriggeredWhenSaveFailed)
