Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.30 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome 2. Visit https://rbyers.github.io/paint.html 3. Draw on the page with pen stylus What is the expected behavior? Smooth stokes are drawn What went wrong? The drawn strokes are visually disconnected, stroke is updated at abut 500ms interval. Did this work before? N/A Chrome version: 63.0.3239.30 Channel: beta OS Version: 10.0 ver 1709 Flash Version: In the attached video, I draw the first two strokes with a pen stylus and the last stroke with a mouse. The strokes drawn with a pen stylus looks disconnected, while the stroke drawn with a mouse is smooth and continuous. This issue seems to just come and go at times with no clear trigger, but I seem to be able to reproduce it every time when I just started Chrome. My device is a Surface Pro (2017) on Windows 10 version 1709. The pen stylus works well with other applications.

Tagging issue with NeedsTriageFromMTV as in house do not have a Device pen stylus. Request some one from MTV team to take a look into it. Thanks.!

I find it rather curious. I can always reproduce this right after I started Chrome from fresh. I tested more than 20 times by having only https://rbyers.github.io/paint.html opened, then restart Chrome, and reopen the tab with Ctrl + Shift + T; the lag happens every single time without fail. But as soon as I resize the Chrome window, the lag disappears.

It's a bit hard since the only way I found to reliably reproduce the issue is on startup and it goes away as soon as I switch tabs, but I managed to capture a short trace with the issue by using two windows. After I started the trace I immediately switched to the paint page with the pen stylus and draw. The issue was observed for 1 or a few seconds but then the issue went away and the drawing events became continuous. I cannot pinpoint the exact timestamps of the transitions. (When I reproduce it with the way shown on Comment 6 without opening an extra window for taking the trace, the issue doesn't go away as long as I stay on the same tab.)

Opps, sorry I was mistaken in Comment 10, the issue actually didn't went away and even retained when I went back to it after having finished submitting the comment. Here is a longer capture. The issue is observed throughout the capture. I drew two strokes, the first one being a bit longer.

This sounds an awful lot like issue 713907 except with pen input rather than scrolling. Does resizing the window make the issue go away?

Resizing the window does make the issue go away. However, when it happens it only happens with the pen stylus but not with the touch screen nor the mouse (and touchpad). (The test page is not scrollable but I guess the issue is about input events.)

Just to Update, Unable to reproduce this issue on reported version 63.0.3239.30 and on latest stable canary 64.0.3278.0 using Windows 10 Surface Pro.[ Attaching details of Pro] and screencast for reference. 1. Freshly installed chrome and Navigated to https://rbyers.github.io/paint.html. 2. Used stylus and entered some text and observed no delay. 3. Closed opened tabs >> Restarted chrome using chrome://restart >> Used ctrl+shift+t to reopen closed tabs. 4. Tested by inputing some text using stylus and no delay is seen. Requesting someone from dev team to take a look at the logs attached in comment#11. Thanks!

Re Comment 15: Your steps also does not show the issue for me. The setup and steps I used that does show the issue is as follow: 1. Have home page set to `about:blank` 2. Open one and only one Chrome window with `about:blank` and maximize the window 3. Open a new tab (next to `about:blank`) and navigate to https://rbyers.github.io/paint.html 4. Close the Chrome window 5. Start Chrome, which should start with `about:blank` 6. Press Ctrl+Shift+T, a new window with the previous two tabs 7. The issue may now show up when drawing on the page with a stylus.
