Provide timestamps on LayerTree.layerPainted events

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
I would like to be able to get timestamps on every layerPainted event. I can get that through tracing events, but tracing is not as friendly to use as it has to be started and stopped to get the results, instead of getting a stream of events as they happen.

What is the expected behavior?

What went wrong?
No timestamps
