Issue descriptionChrome Version: 64.0.3256.1 (Official Build) canary SyzyASan (32-bit) (cohort: ASAN), or 32bit or 64bit non-ASAN canaries. OS: Win10 What steps will reproduce the problem? (1) Run Chrome in my personal profile or in a new profile. What is the expected result? Tab bar is rendered correctly, with favicons etc. What happens instead? See attached picture. This is sticky to my machine somehow. Have tried in fresh profile, and repros there. Tried 32 bit and 64 bit canaries, repros there. No one else in this office sees it.

Reverting to Version 64.0.3254.1 (Official Build) canary SyzyASan (32-bit) clears this up. Rebooting does not.
