Alerts point towards https://webrtc-review.googlesource.com/4860, but I'm not sure if that CL actually affects the rampup tests. alexnarest: would you mind taking a look?

It looks the test recovered for few days after the alert and the same test on MAC https://chromeperf.appspot.com/report?sid=e4de53643eaf827b70c51830db49460781c3e15395c415ec34b4732697a5172f&start_rev=19317&end_rev=20558 does not show similar behavior. it shows some lower instability but it started before the mentioned change landed.

It does not looks related to the change
