QUIC [Quic indicator is not glowing for the web sites]

Chrome Version:62.0.3202.85 (Official Build)479b31daa225e87b9acb5bef8db98de1a2d0f076-refs/branch-heads/3202@{#771} 32/64-bit.
OS: Windows 10 ,Mac(10.12.6)

What steps will reproduce the problem?
(1) Launch chrome using QUIC protocol. 
(2) Open Drive.com, youtube.com, play.google.com and observe

Actual: QUIC indicator is not glowing for the web sites.

Expected: QUIC indicator should glow for the web sites.

This is non-regression issue.

Note: This is same behavior on Stable(#62.0.3202.75), Beta(63.0.3239.30) and Dev(64.0.3256.0)

Status: WontFix (was: Assigned)
QUIC has been temporarily disabled server side, so this is expected. It will be fixed when QUIC is turned on later.
