Regression : Unnecessary scrollbar is seen on taking screenshot in Notifications

Chrome Version: 64.0.3255.0/10090.0.0 dev channel Daisy,Candy and Reks 
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Click on 'Notifications' icon -> Notification overly is seen
(2)Now take screenshot using 'Ctrl+F5(Overview Mode Button)' -> Now observe blink of unnecessary scrollbar (Please refer video and Screenshot)

Expected: unnecessary scrollbar should not be seen
Actual: Instead unnecessary scrollbar is seen

This is Regression Issue as same is working sine in 63.0.3238.0/10028.0.0 dev-channel Daisy
