Issue descriptionChrome Version: 64.0.3256.0, 64.0.3255.3 (Canary version) OS: Windows 10 What steps will reproduce the problem? (1) Switched off the machine and switched on. (2) Launched the Canary browser. What is the expected result? Browser should be launched normally. What happens instead? Many of the elements in the browser seems to be missing. In Tab bar, bookmarks browser, download bar etc. Highlighted in the screenshot attached.

Updated to the latest Canary #64.0.3257.0 and now able to view all the elements on the browser. Attached the screenshot for reference.

As the issue is similar to https://bugs.chromium.org/p/chromium/issues/detail?id=780848&desc=2 which is duped into https://bugs.chromium.org/p/chromium/issues/detail?id=780415. Hence marking it as duplicate
