Revert the WebRTC gen and deps bot.

Issue description

We had issues onboarding WebRTC to code search and it has been reverted from the search index pipeline and the frontend config. Remove the remaining pieces: gen bot, deps not, deps repo, gen repo, and layout repo.

Removes WebRTC builders.

These builders have not been used since we aborted the onboarding of WebRTC.
