All tooltips use main monitor DPI settings instead of one they are on

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36 Steps to reproduce the problem: 1. Setup machine with two monitors with different scale 2. Open chrome, move it to NON-MAIN monitor 3. Check tooltip size What is the expected behavior? Tooltips use current monitor DPI settings What went wrong? Tooltips either too big or too small Did this work before?
