Steps to reproduce the problem:
1. Setup machine with two monitors with different scale
2. Open chrome, move it to NON-MAIN monitor
3. Check tooltip size

What is the expected behavior?
Tooltips use current monitor DPI settings

What went wrong?
Tooltips either too big or too small
