Regression : Trailing colon is seen for 'इसके लिए भेजे' label in 'Cookies' dialog in 'Hindi' language.

Reported by avsha...@etouch.net, Nov 2 2017

Issue description

Chrome version : 64.0.3256.0 (Official Build) b0a2dcae908c0df01ffa219ef4b48b5decc14f4c-refs/heads/master@{#513348} 32/64 bit
OS : Windows (7,8,10)

Pre-condition : Change browser language to 'Hindi' from settings page and restart chrome.

What steps will reproduce the problem?
1. Launch chrome and navigate to any secure web page (Ex. www.google.com)
2. Click on 'View site info' icon in omnibox and open 'Cookies' dialog.
3. Observe 'इसके लिए भेजे' label.

Actual Result : Trailing colon is seen for 'इसके लिए भेजे' label in 'Hindi' language.

Expected Result : Trailing colon should not be seen for 'इसके लिए भेजे' label since all colons are officially removed from 'Cookies' dialog.

This is a regression issue broken in ‘M-63’ and using the per-revision bisect providing the bisect results,
Good build : 63.0.3220.0 (Revision : 502994)
Bad build : 63.0.3221.0 (Revision : 503308)

You are probably looking for a change made after 503184 (known good), but no later than 503185 (first known bad).

@ellyjones : Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner.

Note :
1. Issue is not seen when browser language is set to 'English'.
2. Issue is not observed on Mac(10.12.6) and Linux(14.04 LTS) OS

It is possible that the new translation strings have not been picked up yet, since there was a bit of confusion about their context from the translation team. I don't know how to progress on this bug, but it is definitely not a regression, nor is it a Pri-1 bug.

I'll set NextAction=2017-11-13 to remind myself to follow up with the translation folks.

Ah, I misunderstood this bug originally. It wasn't that the new strings hadn't been pushed, it was that one of the (new) translated strings has a trailing colon, even though the source string does not: https://cs.chromium.org/chromium/src/chrome/app/generated_resources.grd?type=cs&q=file:.grd+IDS_COOKIES_COOKIE_SENDFOR_LABEL&sq=package:chromium&l=7054

So, this is a bad translation. Re-tagging this bug for UI>Localization triage.
