What steps will reproduce the problem?
(1)Launch chrome and install 'wrapper' and 'office' extensions from above url
(2)Press 'f6' key from keyboard,hit tab key till focus reaches extension and press down arrow key to open list.
(3)Now press Esc key to close list and simultaneously observe the focus on extesnion.

Actual: Focus doesn't appear properly on extension icon after hitting Esc key from keyboard(i.e. flickering of focus on hitting Esc key)

Expected: Focus should be properly seen on extension icon once Esc key is hit from keyboard.

This is a regression issue broken in 'M56' and below is the bisect info.
Good Build: 56.0.2920.0 
Bad Build:  56.0.2922.0

You are probably looking for a change made after 432101 (known good), but no lat
er than 432102 (first known bad).
