Regression :Flickering of 'Remove All' button is seen while deleting entries on 'chrome://settings/siteData'.

Issue description

Chrome Version:64.0.3256.0 (Official Build) b0a2dcae908c0df01ffa219ef4b48b5decc14f4c-refs/heads/master@{#513348}(32/64 bit)

OS:Windows(10 Touch device).

Steps to reproduce:
1.Launch chrome and navigate to 'chrome://settings/siteData'.
2.Now tap touch on 'delete icon' and observe 'remove all' button.

Actual Result: Flickering of 'Remove All' button is seen while deleting entries on 'chrome://settings/siteData'.        
Expected Result:Flickering of 'Remove All' button should not be seen while deleting entries on 'chrome://settings/siteData'. 

This is Regression issue broken in 'M-64' and Using the per-revision bisect providing the bisect results,

you are probably looking for a change made after 509956 (known good), but no later than 509957 (first known bad).

This is happening because the button is disabled while the list is changing. With a lot of cookies on a slow machine, this may be a longer enabled->disabled->enabled (what won't appear to flicker). There's a threshold (with few cookies or a fast machine) where it will appear to flicker. It may help to transition the state over a few hundred milliseconds or something to reduce the filter effect.

@1 I looked into delaying or easing the disable state and didn't find a reasonable way to reduce the flicker right off. Since this is WAI, I'm marking it WontFix.
