[DevTools] Grey focus navigation is not proper under 'Sources' section.

Chrome Version: 62.0.3202.85 (Official Build)479b31daa225e87b9acb5bef8db98de1a2d0f076-refs/branch-heads/3202@{#771} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and go to 'Sources' section.
2. Click on 'Content scripts', press 'Tab' key from keyboard and observe.

Grey focus move to 'Hide navigator' icon instead of 'More options' icon.
Grey focus should move to 'More options' icon.

Note: After step-2, focus is seen on 'More options' icon on pressing 'Shift' + 'Tab' key from keyboard.

This is a non-regression issue, seen from M-59 series.
