Chrome Version: 62.0.3202.85 (Official Build)479b31daa225e87b9acb5bef8db98de1a2d0f076-refs/branch-heads/3202@{#771} (64-bit).
OS: Mac OS X(10.12.6,10.13.1).  

Pre-condition: Open 4-5 web pages in browser.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/onStartup
(2) Click on 'Open a specific page or set of pages' radio button then click on 'Use current pages'.
(3) Now press shift+Tab key( focus ring appear on Add new page), Observe focus highlight.

Actual: Weird focus highlight is seen on  Add new page.

Expected: Focus highlight should seen properly.

This is a regression issue, broken in 'M-61', below is bisect info:

Good Build: 61.0.3141.0
Bad Build: 61.0.3143.0

You are probably looking for a change made after 482440 (known good), but no later than 482441 (first known bad).
