Issue descriptionGoogle Chrome 64.0.3255.0 (Official Build) canary (64-bit) Revision 0 Platform 10088.0.0 (Official Build) canary-channel eve What steps will reproduce the problem? (1) Open the message center (2) Open the settings panel in the message center (3) Press the tab-key What is the expected result? The first element gets the focus and the blue focus ring What happens instead? The focus ring doesn't appear on any element Please use labels and text to provide additional information. It looks hidden elements get the focus at first. After pressing the tab-key 8 times, the do-not-disturb button gets the focus.

This CL adds a11y attributes to some elements in notifier settings view, and also changes focus behavior of notifier settings to ACCESSIBLE_ONLY. By these changes, - ChromeVox now properly reads the a11y text of do-not-disturb toggle. - Tab focus goes directly from the settings close button to the do-not-disturb toggle button. - ChromeVox reads the contents of the notifier source list.
