What steps will reproduce the problem?
(1) Press Ctrl+Alt+Z to enable ChromeVox
(2) Press Ctrl+Alt+Z again to disable ChromeVox
(3) ChromeVox bar is left.

What is the expected result?
ChromeVox bar should disappear after it's disabled.

What happens instead?
ChromeVox bar remains on top of the screen.
