What steps will reproduce the problem?
1.Open my VPN APP and get connected. Works fine in Android system (all the android APPs)
2.The Chrome system doesn't set up a new VPN connection according to VPN APP. 
3.

What is the expected result?
The VPN connection could be set up according to VPN APP. 

What happens instead of that?
After updated to this 63.0.3239.26(Official Build)dev(64-bit), the VPN connection of Chrome OS couldn't work according to Android VPN APP.
