ALL VK not work for guest user.

REPRO STEPS:
1.Log in ChromeOS as a guest.
2.Switch to US keyboard compact layout
3.Slide on keyboard.


Actual:
Blue line appears and follows the finger, but no any candidate pops up, nothing is inputted.

Note:
Not repro for Admin user.

ALL VK not work for guest user.

Steps:
1.Log in ChromeOS as a guest.
2.Switch to US keyboard ->Touch any key, e.g. 'h','e','l'.
3.Switch to Pinyin keyboard ->Touch any key, e.g. 'h','e','l'.

Actual results:
2.1 No any candidates pops up, and "hel" is submitted directly.
3.1 No any candidates pops up, and "hel" is submitted directly.
