Regression: Whole frame of Camera perspective box is not seen while loading the camera in settings/changePicture page

Issue description

Chrome Version: 64.0.3255.0/10090.0.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->open chrome://settings/changePicture page and Click to'Take Photo' and Observe the Camera perspective box (please refer video)

Actual:Whole frame of Camera perspective box is not seen while loading the camera
Expected:Whole frame of Camera perspective box should be seen 

This is a Regression issue as same is working fine in 64.0.3249.0/10070.0.0 dev channel Candy

Note:Issue is not seen in Linux,Windows OS

Not clear from the description and screenshots what the problem is. The circular frame is expected to animate in when the camera has been started. Is this not WAI?

In Expected->While loading,able to see rectangular Camera perspective box frame.
But in Actual->Only white space with loading symbol is seen.

This is WAI afaict. If we don't want the circular overlay to animate in after the camera starts, then we can change that. But for now that's working as designed.
