Regression: Captured photo appears black in settings/changePicture page

Chrome Version: 64.0.3255.0/10090.0.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->open chrome://settings/changePicture page and Click to'Take Photo'
(2)Now double click on 'Take photo' button near Camera and Observe(kindly refer video)

Actual: Captured photo appears black
Expected: Instead, it shouldn't appear black

This is a Regression issue as same is working fine in 64.0.3249.0/10070.0.0 dev channel Candy

Note:Issue is not seen in Linux,Windows OS

Unable to reproduce the issue on latest M-65[65.0.3322.0/10312.0.0] dev channel Daisy,Candy and Reks.
