Regression : Grey focus highlight disappears and blink of it is seen in 'Sources' section of devtools.

Version: 64.0.3256.0 (32/64-bit)b0a2dcae908c0df01ffa219ef4b48b5decc14f4c-refs/heads/master@{#513348}
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Sources' section and click to open 'Filesystem'
3. Now click on 'Add folder to work space' and then press 'Esc' key,observe

Actual: Grey focus highlight disappears after pressing 'Esc' key and blink of focus highlight is seen
Expected: Grey focus highlight should stay after pressing 'Esc' key 

This is regression issue, broken in ‘M 64’ and will soon update other info :
Good build:64.0.3245.0 
Bad build: 64.0.3246.0 

Note : Issue is not seen on Linux and Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 64.0.3245.0 (Revision: 505232).
Bad build: 64.0.3246.0 (Revision: 505449).

You are probably looking for a change made after 510462 (known good), but no lat
er than 510463 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
