Contents in the website is not loading in desktop version of chrome works. but works well in other browsers

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Example URL:
http://sop.uohyd.ac.in/~kcjr/

Steps to reproduce the problem:
1. Go to the URL http://sop.uohyd.ac.in/~kcjr/
2. contact details and other contents are not loading
3. 

What is the expected behavior?
all contents loads.

What went wrong?
webpage is loading partially only in chrome.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 62.0.3202.62  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

Caused by scrollTopLeftInterop. The site is using outdated scripts (for example, SmoothScroll.js) that fail to detect scroll position in new Chrome that implements spec-compliant behavior via document.scrollingElement, not document.body as previously.

Able to reproduce this issue on Windows 7, Mac OS 10.12.6 and Ubuntu 14.04 on latest stable 62.0.3202.75 and Canary 64.0.3256.0 with the steps mentioned in the original comment.
