Unnecessary translate bubble is seen for a moment after logging out from www.alibaba.com

Issue description

Chrome Version: 62.0.3202.85 (Official Build)479b31daa225e87b9acb5bef8db98de1a2d0f076-refs/branch-heads/3202@{#771} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1).

What steps will reproduce the problem?
1. Launch chrome and login to www.alibaba.com with valid credentials.
2. Now sign out from it and observe.

Unnecessary translate bubble is seen for a moment at top RHS.
Translate bubble should not seen.

This is a regression issue, broken in M-50 series, below is manual regression range.

Good build: 50.0.2638.0
Bad build: 50.0.2639.2

You are probably looking for a change made after 372875 (known good), but no later than 372892 (first known bad).

Re-tested this issue on Windows-7, Mac-10.12.6 and Linux-14.04 LTS machines using latest canary build # 65.0.3324.0 (Official Build). It is still reproducible.
