Regression: ChromeVox(spoken feedback) is not getting closed even after disabling ChromeVox(spoken feedback) |

Issue descriptionChrome Version: 64.0.3255.0/10090.0.0 dev channel Daisy,Candy,Reks OS:Chrome OS What steps will reproduce the problem? (1)Recover Build >>In OOBE screen ,goto Accessibility settings and enable chromeVox(spoken feedback) (2)After reading the content starts, disable the ChromeVox(spoken feedback) and Observe(please refer video) Actual: ChromeVox(spoken feedback) is not getting closed even after disabling ChromeVox(spoken feedback) Expected: ChromeVox(spoken feedback) should get closed when ChromeVox(spoken feedback) option is disabled This is a Regression issue as same is working fine in 64.0.3249.0/10070.0.0 dev channel Candy Note: 1.Issue is not seen in Linux,Windows OS 2.Able to reproduce the issue in Sign in screen also @Dmazzoni: Please confirm the issue.

I've confirmed that disabling ChromeVox hides it before r512959 but not after. I'll go ahead and revert.
