Tab switch suggestions (abandoning bug for a new one)

Issue description

Feature description: Suggest open tabs in Omnibox results, and facilitate switching to them, instead of navigating to the site, to reduce tab usage/proliferation.

Here are some TODOs that I don't want to lose:

- use in other providers
- proper logging proto type
- i18n string when UI settled
- navigate option (i.e., don't switch to tab)
- control-clicking to open in background tab (what should this do?)
- make sure that it does not allow searching/switching between incognito
windows (unless in the same profile)
- decide whether switch-to-tabs should be recorded in the shortcuts
  database.  (Current code does not.)
- avoid converting suggestions to 'this' tab
- move HQP conversion call into 'DoAutocomplete'
- handle more NTPs
- add testing
- create map from URL to WebContents

I don't think we want a launch for this yet. Once we have a better idea of what we want to do we can file a launch bug.

Hmm, even though I changed this to a feature request, there doesn't seem to be any way to get rid of these launch bits. Would you mind closing this bug and opening a new one?
