OS boots very slowly or fails to boot

Issue description

Chrome Version       : 61.0.3163.123
OS Version: 9765.85.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. turn chrome book computer on (ACER Touch screen)
2. wait for horrible new start up screen to appear or not appear
3.

What is the expected result?


What happens instead of that?


Please provide any additional information below. Attach a screenshot if
possible.

@smg646, any idea how many seconds it takes to boot.  
After it boots up, could you please go to a browser window and file a feedback report (Alt+Shift+I)

Only 1-2 failed bootups since last update.  Seems to be more stable.  This can be closed out
