Audit Encoded Images Cache in Blink |

Issue descriptionCurrently, Blink keeps a cache of encoded image data. It appears that this data may be persisted even in cases where the image is not reachable via the DOM or held by JS. We should make sure that the limits we have surrounding this cache make sense, and assess whether we should purge not-currently-reachable images on low-end Android.
