"Chrome Home" tabs should correctly reflect the "selected" state for accessibility

Issue description

Chrome Version: latest Canary builds
OS: Android 8.0 and lower

What steps will reproduce the problem?
(1) Open Chrome Canary and make sure "Chrome Home" tabs are displayed.
(2) Launch TalkBack, Settings > Accessibility > TalkBack.
(3) Touch the currently-active tab, e.g. "home" or "downloads" and listen to the spoken output.

What is the expected result?
TalkBack should indicate the currently-active tab via the "selected" state.
What happens instead?
No "selected" state is exposed, thus TalkBack cannot differentiate between active tab and other tabs.
