No regressions under emulated ARM under an x86 QEMU host. Will run the tests on a bare metal ARM once a workable NIC is provisioned.

Fuchsia: use the virtio net driver on QEMU/arm64.

Fuchsia doesn't work with the E1000 (Intel Gigabit) virtual device on
ARM builds. virtio-net-pci works just fine though, so use it instead.

Fuchsia: add filter entries for long-running net tests on ARM.

These tests take a very long time to execute on emulated ARM cores,
but they do pass on real ARM hardware.

Revert "Fuchsia: use ARM-based swarming bots with KVM for Fuchsia FYI job."

This reverts commit 0e648d4b9a3a2316895edd2d31d0299f83c7c1d4.

Reason for revert: This appears to be causing all swarming shards to timeout, but only after hanging for an hour per-fixture.
