Speed: Page Loading slow in M62 Android Beta

Following histograms seem to have been regressed since M62 became beta for clank (Around Sep 16)

PageLoad.PaintTiming.NavigationToFirstContentfulPaint (median),
RendererScheduler.ExpectedTaskQueueingDuration (p95)

Status: WontFix (was: Unconfirmed)
This regression occurred when we started excluding background renderers.
