Steps to reproduce:
  1. Launch Google Chrome
  2. Tap on Voice search icon in fake omnibox.
  3. Foreground the chrome app.
  4. Reopen the app.


Observed results:
Dismissal of ecoutez is not smooth when app is relaunched. 
Voice icon dots appear for a few secs when app is relaunched.

Expected results:
Dismissal of ecoutez should be smooth when app is reopened.
