chrome runtime reload() hides window instead of reloading

Issue descriptionChrome Version: 61.0.3163.123 Chrome OS Version: 9765.85.0 Chrome OS Platform: ASUS Chromebit Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Use chrome.runtime.reload(); (2) The main window is hidden so it appears the app has been closed. (3) The user reopens the app and now has 2 windows. The new one, and the one that was hidden. Expected Result: The app should be reloaded and the main window not hidden. Actual Result: It appears the main window is simply hidden or the app closed instead of being reloaded. How frequently does this problem reproduce? Always. I've attached a screenshot after reopening the app with the 2 windows. My app only ever opens 1 windows.

We are also facing the same issue. chrome.runtime.reload() works if you install app using "load unpacked extension". But it doesn't work with packed extension. I have attached the sample app to reproduce this bug.
