Tabs / navigation bar display broken when using a them on Canary

Issue description

Chrome Version: 64.0.3255.0 (Official Build) canary (64-bit) (cohort: Clang-64)
OS: Windows 10

The issue appears whenever a theme is installed.  Restarting Chrome, reinstalling a theme, installing different themes, etc, does not fix the issue.  Switching back to the default theme does, until a new theme is installed.

I actually got this fresh of the Canary update to 64.0.3255.0 with no themes installed. I since tried installing a theme and then setting it back to default based on the OP, but got the same behavior.

Hrm, may not be a theme issue, then - and you're right.  Some of the tab strip issues go away when not using a theme, but buttons are missing (Both those to close tabs, and those to either side of the omnibox).
