Close incognito notification doesn't work

Steps to reproduce the problem:
1. Open chrome
2. Open a single incognito tab (no normal tabs open)
3. Go to a page (google.com)
4. Press incognito notification to close all tabs

What is the expected behavior?
Notification gets removed and all tabs are closed

What went wrong?
Notification still shows
Chrome is in a strange new-tab mode with an incognito styling

Did this work before? Yes Less than a month ago

Chrome version: 63.0.3239.17  Channel: dev
OS Version: Nexus 5X
Flash Version: No/A

Pressing the notification a second time seems to resolve the issue

Unable to reproduce the issue using #63.0.3239.17 on Android 8.0.0 Nexus 5X Build/OPR1. 170623.030 and could not reproduce the issue.

Steps Followed:
1. Launched Browser
2. Opened Incognito
3. Navigated to Google
4. Tapped on close all tabs button from notifications

@vanantwerpenjeroen: Could you please upgrade your Chrome to the latest Dev and check if you still face the issue.
