Close incognito notification doesn't work

Issue descriptionSteps to reproduce the problem: 1. Open chrome 2. Open a single incognito tab (no normal tabs open) 3. Go to a page (google.com) 4. Press incognito notification to close all tabs What is the expected behavior? Notification gets removed and all tabs are closed What went wrong? Notification still shows Chrome is in a strange new-tab mode with an incognito styling Did this work before? Yes Less than a month ago Chrome version: 63.0.3239.17 Channel: dev OS Version: Nexus 5X Flash Version: No/A Pressing the notification a second time seems to resolve the issue
