Non-Regression : Unnecessary 'PIN or Password' option is seen in chrome://settings/lockScreen page

Issue description

Chrome Version: 62.0.3202.82/9901.66.0 stable-channel Daisy,Candy and Reks
OS:  Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings -> Now under 'People' section click on 'Screen lock' option
(2)Now enter User Password in 'Confirm your password' dialog box -> Enable 'Show lock screen when waking from sleep' option
(3)Now at 'screen lock options' section  observe unnecessary 'PIN or password' option is seen
 (Please refer Video)

Expected: 'PIN only' option should be seen under 'screen lock options' section  
Actual:  Instead unnecessary 'PIN or Password' option is seen as already  we can observe 'Password only' option.

This is Non-Regression Issue as 'Screen lock' is introduced from M-57

Note: 
1.If 'PIN or Password' option is intended then 
on selecting that option -> observe 'SET UP PIN' button is enabled -> click on that button -> Observe 'Enter your PIN' overlay is seen and there is no option such as 'SET UP Password' button and  'Enter your Password' overlay

2.Issue is seen on latest M-64 also

'PIN or password' is correct because after you set up the PIN and lock the chromebook, the PIN pad shows up, but you can still type your password normally. You can't SET UP password here, because the password is the google account password, and is not restricted to the lock-screen. tbuckley@ am i correct that this is as intended?
