Regression: Unwanted Mobile data initialising is seen even after removing dongle in chrome://settings |

Issue descriptionChrome Version:62.0.3202.82/9901.66.0 stable channel Daisy,Candy,Reks OS: Chrome OS What steps will reproduce the problem? (1)Sign-in to user>> Connect Dongle and remove it before it gets initialised (2)Navigate to chrome://settings and observe in the Network section Actual: Mobile data initialising is seen after several reloads also Expected: Mobile data Off should be seen This is a Regression issue as same is working fine in M60 NOTE: Issue is not seen in Linux and Windows @stevenjb: Please confirm the issue

Why is this marked RBS? It's a relatively minor UI quirk. I can't reproduce it on a samus with the modem I have. Could you file and link a feedback report while in this state and/or do the following: 1. Navigate to chrome://network 2. Change the 'Property format' dropdown to 'Shill' 3. Expand the Cellular network under 'Devices' and copy/paste the contents. This may likely be a Shill issue since both the System Tray and the Settings UI are showing 'Initializing', so most likely the network is in Manager.UninitializedTechnologiesProperty.

I tried to remove SIM card before it connected and status reflected correct in UI. At present I dont have a dongle. I shall try to get one for the testing. @kebalaji, can you please try to replicate the issue meanwhile?

C#2 and C#7--> Able to reproduce the issue on M66 latest dev- 66.0.3344.0/10420.0.0 Winky,Peach-Pit,Jerry and on M65 beta latest- 65.0.3325.85/10323.38.0 Samus, Link. Unable to attach the feedback report as clicking on Cellular network under devices In shill drop-down is crashing . Thanks!

Re #8 - Could you elaborate on "Unable to attach the feedback report"? If you have a reproducible browser crash we should file that separately with the exact steps taken.
