WebRTC for Chrome not enabled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. Install WebRTC
2. Icon is grey
3. Click on icon to see if you can enable it, nothing there to enable

What is the expected behavior?
The icon should have colour

What went wrong?
Unknown. Installed app, icon always has been grey

Did this work before? No 

Chrome version: 62.0.3202.75  Channel: stable
OS Version: 10.0
Flash Version: 27.0.0.183

I uninstalled and reinstalled it, still does not work.

Unable to reproduce this issue on reported version 62.0.3202.75 and on latest canary 64.0.3255.3 using Windows 10 with steps mentioned below.

1. Navigated to https://appr.tc/ and clicked on Join.
2. Red dot "This tab is using you microphone or camera" is seen blinking.

@Reporter: Could you please let us know the sample URL on which you are seeing this issue. This would help in further triaging of this issue.

Thanks so much!  Now, I remember why I had it. It would be nice if there
was a short description in the icon.

It was my problem, not the apps. It should have a short description as to
what it does. There are so many apps out there it would be nice to have a
very short description in the dropdown so you don't have to search to
figure out why you downloaded/installed the app.
