regression happens when MSAA sample count change from 4 to 8

Issue description

Platform: linux + Intel GPU(Broadwell)

What steps will reproduce the problem?
(1) run three cases as below,
    https://webglsamples.org/aquarium/aquarium.html

    http://webglsamples.org/city/city.html
(2) regression happens

aquarium: 9% regression,
perf: ~30% regression
city:~40% regression

Try to enable CMAA instead of MSAA on Intel GPUs for all platforms.

There is quality reduce when using CMAA instead of MSAA. Attached files show different quality between CMAA and MSAA, especially the font "PaintSupreme 3D".
So need to consider which is more important for users between FPS and anti-alias quality.
