Regression : Weird behavior of focus is seen on avatar icon in chrome://settings/manageProfile.

Issue description

Version: 63.0.3239.30 (32/64-bit)049ea61befc4e3f4b0d2bb500d60f13e790bdee4-refs/branch-heads/3239@{#328}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/manageProfile and click on first avatar icon and continuously press 'Enter' key,observe focus

Actual: Weird behavior of focus is seen after pressing 'Enter' key continuously.
Expected: Focus is seen properly over all area of avatar icon after pressing 'Enter' key continuously.

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:58.0.3022.0 (Revision: 452714)
Bad build: 58.0.3023.0 (Revision: 453044)

You are probably looking for a change made after 452726 (known good), but no lat
er than 452727 (first known bad).

Pressing down "Enter" on a paper-button is not a very common interaction. Also neither the current nor the previous (see [1]) behavior seem particularly great to me. For those reasons I don't think there is anything that needs to be fixed here.
