Clear icon is missing after dragging text in the 'Search flag' box

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1)

Steps to reproduce?
1. Launch chrome, navigate to chrome://flags
2. Drag any text in the 'Search flag' box and observe

Actual: Clear icon is missing after dragging text in the 'Search flag' box 
Expected: Clear icon should appear after dragging text

This is Non-Regression issue seen from M-63, from build 63.0.3235.0
