Focus is lost after clearing text in search box of chrome://flags.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://flags page.
(2) Type text in search box, then clear that text and observe.

Actual: Focus is lost after clearing text in search box.

Expected: Focus should not lost after clearing text in search box.

This is a non-regression issue, seen from M-63 series as in UI of 'Chrome://flags' is new from build # 63.0.3235.0
