Print preview gets auto scrolled after clicking on link on 'chrome://flags'

Issue description

Chrome Version:63.0.3239.30 (Official Build) 049ea61befc4e3f4b0d2bb500d60f13e790bdee4-refs/branch-heads/3239@{#328}(32/64 bit).

OS: Windows (7,8,10),Mac(10.12.6,10.13.1),Linux (14.04 LTS).

Steps to reproduce:
1)Launch chrome and go to 'chrome://flags'.   
2)Press 'ctrl + p',click on one of the links and observe.    

Actual Result:Print preview gets auto scrolled after clicking on link.
Expected Result:Print preview page should not get auto scrolled after clicking on link.

This is non-regression issue seen from 'M-63' i.e #63.0.3235.0

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

This is expected. If printing a webpage ends up generating a preview that has links, clicking those links will navigate.
