Regression : Unwanted movement of text is seen while switching between 'Available' and 'Unavailable' tabs.

Issue description

Chrome version : 64.0.3255.0 (Official Build) fc2679dfa73c1dc102d86832ef049359f433c314-refs/heads/master@{#513029} 32/64 bit
OS : Windows (7,8,10), Mac(10.12.6)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://flags page.
2. Now switch between 'Available' and "Unavailable' tabs 2-3 times and observe the page contents.

Actual Result : Unwanted movement of text is seen while switching between 'Available' and "Unavailable' tabs.

Expected Result : Movement of text should not be seen while switching between tabs in chrome://flags

This is a regression issue broken in ‘M-64’ and will soon update other info.

Using the per-revision bisect providing the bisect results,
Good build : 64.0.3254.0 (Revision : 512695)
Bad build : 64.0.3255.0 (Revision : 513029)

You are probably looking for a change made after 512799 (known good), but no later than 512800 (first known bad).

This is the change from absolutely positioned to relatively positioned containers. 

I'll have a look to see if there is something that can be done. Moved to P2 since no functionality is broken.
