Issue descriptionChrome version: 63.0.3239.30 049ea61befc4e3f4b0d2bb500d60f13e790bdee4-refs/branch-heads/3239@{#328}(32/64-bit) OS: Windows (7,8,10),Linux (14.04 LTS), Mac(10.12.6, 10.13.1). Precondition: At least 4 URL entries should be present in Settings > On startup > Open a specific page or set of pages Steps to reproduce: 1. Launch Chrome. 2. Navigate to Avatar icon > click on Profile Name > click on back arrow on chrome://settings/manageProfile 3. Scroll to On startup > Open a specific page or set of pages and observe. Actual Result: URL entries are missing under "Open a specific page or set of pages" after navigating to chrome://settings/people Expected Result: URL entries should not be missing under "Open a specific page or set of pages" after navigating to chrome://settings/people This is Regression Issue broken in M-63 and and Using the per-revision bisect providing the bisect results, Good Build: 63.0.3211.0(Revision: 500754) Bad Build: 63.0.3212.0(Revision: 500792) You are probably looking for a change made after 500771 (known good), but no later than 500772 (first known bad). Removing the RBS, let me explain why: In M-61 this UI was in the main settings page; then it moved to a sub-page for a milestone; then back to the main page. In builds where this UI has been in the main page, this issue is consistent It's a longstanding issue with the underlying library. When this UI was in a sub-page, the environment was different (so it didn't happen). Moved the pri to 2 because it's not the regression that we initially thought it was.

Addressing this issue may require fixes in iron-list; or replacing iron-list; or accepting the hit of firing a resize event (more than would normally be necessary). I don't expect to get to this in the near future so I'm marking it available.
